Well, that would work if we were still and isolationist country... but remember, the American people were also screaming for this war- even though they didn't understand its implications. The majority (of citizens) saw this war as some sort of retribution for 911- many people STILL think that. We have to deal with the world- we cannot simply focus all of our efforts on our own people. We are almost completely dependent upon the outside world for the maintenance of our economy. This is a very generalized response, and I see your point, but I think you are oversimplifying the problem.
And Bush asked Congress today for 10 billion dollars to aid in the disaster effort. He has to ask. Blaming Bush seems a bit trite... his control is limited.
