Most engineers at tech wouldn't know the business end of a welder or ANY other sort of tool if it bit them on the ass.

I've seen drawings for parts they needed and pretty well demanded my department build. A gear 2 mm across, with 3 teeth hand cut in it. Machined pockets with square corners, and other totally impossible to make things.

And they brought us stuff on fixtures, that couldn't be removed to weld, the fixtures were wood, and when we welded them they burned up the fixtures and they got mad.
There is no replacement for displacement.
