I don't know precisely what you mean by the term, "power points," but the Tan Tien [sp] (that is, the "sea of chi") is located below the belly button. I won't say where, primarily because it's possible to hurt and/or kill yourself by fucking around with it, and there's bound to be some idiot on here stupid enough to read this and go poking themselves just to see what would happen. However, it's used in quite a few different Taoist and/or Buddhist methods meditation - not certain about Yoga though, as I've never taken it. A number of methods of meditation that I practice incorporate this nifty little spot.

Note: Before anyone takes this as a pro-anal comment, I do think it'd be easier just to meditate if you want to build / work with chi. Okay, perhaps not as fun, but much more simple.
