No, that's Vivi from Final Fantasy 9. The little black wizard, like from the first game.
Though, now that you mention it, the similarities are astounding. But if you'll notice, Orko doesn't have legs.

However I did notice orko wears red and that guy doesnt but the similarities are crazy!

if you read the development docs on ff9, vivi is based off the black mage from the FF tactics who is loosely based on the black mage from FF1 and ALL THREE characters are based off of orko.

you know, i'm pretty sure that orko in the new heman stuff does in fact have legs, and i am damn near positive the action figure does. how would i know this? one might wonder,
