For basic black Clairol's Nice'n Easy works great -- it won't fade, its all but impossible to get it out even if you want it out. It'll stay black 'til you cut it off.

I've never tried seriously enough with unatural colors to know, though I found Coolaid & vinegar wasn't good for much.
